India’s Carbon Credit Trading Scheme (CCTS): Opportunities and Challenges

India’s Carbon Credit Trading Scheme (CCTS), established under the Energy Conservation (Amendment) Act, 2022, represents a significant stride towards achieving the nation’s climate objectives. Administered by the Bureau of Energy Efficiency (BEE), the CCTS aims to create a structured carbon market that incentivizes greenhouse gas (GHG) emission reductions across various sectors. As the scheme unfolds, understanding its mechanisms, opportunities, and challenges becomes crucial for stakeholders aiming to participate in it effectively.

Decoding the CCTS: How It Works

The CCTS operates through two primary mechanisms:

Compliance Mechanism: Targets high-emission sectors, mandating them to meet specific emission intensity targets.

Voluntary Offset Mechanism: Encourages broader participation from sectors not covered under the compliance mechanism, allowing them to generate tradeable carbon credits through eligible projects.

The scheme employs an intensity-based ‘baseline-and-credit’ approach, where entities are assigned emission reduction targets based on their historical performance and sectoral benchmarks. Entities exceeding their targets can earn Carbon Credit Certificates (CCCs), each representing one tonne of CO₂ equivalent reduced or removed, which can be traded in the market.

Sectors Involved in the CCTS

Compliance Mechanism (Phase 1)

The initial phase of India’s Carbon Credit Trading Scheme (CCTS) targets nine energy-intensive sectors previously regulated under the Perform, Achieve, and Trade (PAT) scheme. These sectors, now designated as “obligated entities,” are mandated to meet specific greenhouse gas (GHG) emission intensity targets. The sectors include Aluminium, Chlor-Alkali, Cement, Fertilizers, Iron and Steel, Pulp and Paper, Petrochemicals, Petroleum Refining, and Textiles. Each sector is assigned emission reduction benchmarks, typically ranging from 2% to 3%, based on factors such as available technology, energy efficiency potential, and decarbonization capabilities. Obligated entities that surpass their targets can earn Carbon Credit Certificates (CCCs), while those failing to meet targets must purchase additional CCCs to comply. This mechanism aims to incentivize emission reductions and facilitate a transition to a low-carbon economy.

Voluntary Offset Mechanism

The voluntary mechanism encompasses a broader range of sectors:

  • Phase 1: Waste Handling and Disposal, Industries, Agriculture, Energy, Forestry, and Transport.
  • Phase 2: Solvent Use, Construction, Fugitive Emissions, and Carbon Capture.

While participation in the voluntary mechanism is not mandatory, it offers entities an opportunity to contribute to emission reductions and generate tradable credits.

Opportunities for Companies

  • Revenue Generation: Earn and trade Carbon Credit Certificates (CCCs) by exceeding emission targets.
  • Competitive Advantage: Stand out in the market by showcasing carbon reduction efforts.
  • Access to Global Markets: Align with international standards and attract foreign investments.
  • Innovation and Efficiency: Drive process improvements and cost savings through emission monitoring.

Navigating the Challenges of CCTS

Despite its potential, the CCTS faces several challenges:

Data Quality and Transparency: Ensuring accurate and transparent emission data is critical. Past experiences, such as data issues in the PAT scheme, highlight the need for robust monitoring systems.

Capacity Building: Small and medium enterprises (SMEs) may lack the technical expertise and resources to participate effectively in the carbon market. Targeted capacity-building initiatives are essential.

Market Stability: The absence of mechanisms like auctioning allowances or market stability reserves could lead to price volatility, affecting market confidence.

Integration with Existing Schemes: Clarifying how existing mechanisms like Renewable Energy Certificates (RECs) and Energy Saving Certificates (ESCerts) integrate with the CCTS is necessary to avoid market confusion.

For entities aiming to engage with the CCTS, the following steps outline the participation process:

1. Registration on the Indian Carbon Market (ICM) Portal: Initiate the process by registering on the BEE-managed ICM portal.

2. Prepare Project Design Document (PDD): Develop a comprehensive proposal detailing the project’s emission reduction strategy, including baseline data, methodologies, and monitoring plans.

3. Validation by Accredited Carbon Verification Agency (ACVA): Submit the PDD to an ACVA for independent assessment to ensure the project’s credibility and alignment with CCTS requirements.

4. Official Project Registration: Upon successful validation, register the project officially under the CCTS with the BEE.

5. Monitoring: Implement the project and systematically monitor emission reductions over a specified period, maintaining detailed records.

6. Verification: Submit the monitoring data to the ACVA for verification to confirm the actual emission reductions achieved.

7. Issuance of Carbon Credit Certificates (CCCs): Based on verified reductions, the BEE issues CCCs to the project developer.

8. Trading of Carbon Credits: List the CCCs on the designated carbon trading platform, making them available for purchase by obligated entities seeking to meet their targets.

9. Banking of Carbon Credits: If not immediately sold, CCCs can be banked for future use or sale within the allowable time frame set by market regulations.

Conclusion

The CCTS represents a significant opportunity for Indian companies to contribute to national climate goals while exploring new revenue streams through carbon trading. However, realizing these benefits requires proactive engagement, investment in capacity building, and adherence to robust monitoring and verification processes.
